Mr. Naqvee concentrates on Power Projects and related sectors. Since 2004, Mr. Naqvee has represented most of the new power projects, either as the project company counsel or as lenders’ legal counsel. Power projects of almost all major technologies i.e. oil, gas, coal, hydropower or wind have been represented or being represented by him.

Mr. Naqvee specializes in all matters relating to setting up of an IPP including regulatory matters (PPIB, NEPRA, and SBP), Concession Agreements (implementation agreement, power purchase agreement, fuel supply agreement, gas supply agreement and water use agreement), EPC Contracts, O&M arrangements, Finance Documents, Lenders’ Security Package and assistance on key CPs to the drawdown.

In the past, he spearheaded the team that developed the template of the concession agreements (the GOP/AJ&K IAs, the PPA and the WUA) for Hydropower Projects in AJK.

Mr. Naqvee played a key role in the financial closing of the landmark first hydropower project in Pakistan/AJ&K (Laraib Energy: New Bong Escape), being developed by Hubco/International Power UK and financed by international financial institutions (ADB, IDB, IFC and Proparco) together with HBL and NBP, the local lenders. Owing to many ‘firsts’ in this project and its unique nature, New Bong has recently been awarded the Middle East Renewable Deal of the Year by Euromoney: www.projectfinancemagazine.com.

Mr. Naqvee is actively involved in the following upcoming projects:

• 150 MW K-Water/Daewoo/Sambu’s Patrind Hydropower Project;
• 80 MW JDW Power Project based on bagasse and imported coal;
• 100 MW Fatima Group’s Power Project based on bagasse and imported coal;
• 100 MW Sharif Group’s Power Project based on bagasse and imported coal;
• 1304 MW AES’ Imported Coal-based Power and Jetty Project;
• 50 MW Sapphire Group’s Wind Power Project;
• 170 MW Creative Energy Resources’ gas-based power project; and
• 160 MW Radian Energy’s RFO-based Power Project.

In addition, Mr. Naqvee advises clients on contracts administration, expert adjudication, arbitration and all other matters arising out of one or more agreements executed by the IPPs or their lenders. His expertise includes advice on carbon credits.
